Born in Guangdong, China in 1970, Ouyang Guo-Jian learned painting under his father at a young age. During his middle school years, he took lessons from Xiong Dong-Hai — who graduated from Guangzhou Academy of Fine Arts and specialised in oil painting — to receive systematic training in sketching and coloring. In 1989, he was admitted to Guangzhou Academy of Fine Arts, majoring in oil painting. After his graduation in 1993, he worked and lived in Guangzhou until 2008 when he moved to Hong Kong and became a professional artist.
